Jason Thompson gave a brief on the bill saying that it increases the felony loss threshold for certain property crimes. He concluded by listing the types of crimes that are affected by this bill.
Proponents:
Scott Schultz offered his support (Attachment 5) of HB 2092 by saying that the bill will accomplish four things: 1.) According to the 10-year forecasting period, it will save up to three prison beds each year, 2.) The district court will have more discretion with the new misdemeanor thefts in some cases, 3.) The collateral consequence of a first-time offender will result in a misdemeanor rather than a felony conviction, which would preclude voting or possession of a firearm and, 4.) According to a 2017 Pew Charitable Trust survey, raising the thresholds has no impact, increasing thresholds had the same average decrease in crime, and is not correlated with property crime and larceny rates.
After a brief discussion, Chairman Wilborn pointed the Committee to the other proponent, written testimony, submitted by Jennifer Roth (Attachment 6), and seeing no further questions, moved on to the next order of business.

Kevin Barone offered neutral testimony (Attachment 7) by saying that the issue has been addressed, and the testimony can be disregarded. The Chairman then closed the hearing on the bill.
