Chairperson Highland opened the hearing on HB2307. Jason Long, Revisor, provided an overview of the bill (Attachment 1). Questions were asked by Representatives Ruiz and Wilson.
Chairperson Highland stated that due to the number of conferees, each person would be allowed five minutes to testify and questions would be held until the end of all proponent testimony.
Chairperson Highland recognized Kathy Ostrowski of Kansans for Life testified as a proponent of HB2307 (Attachment 2) (Attachment 2A).
Sheryl Crosier testified as a proponent (Attachment 3).
Chairperson Highland recognized Scott Crosier as a proponent of HB2307 (Attachment 4).
Sean Crosier then provided proponent testimony on HB2307 (Attachment 5).
Chairperson Highland called upon Brenda Spurlock who testified as a proponent of the bill (Attachment 6).
Mike Burgess, Disability Rights Center, testified as a proponent of HB2307 (Attachment 7).
Steve Brunk, Family Policy Alliance, was recognized as a proponent of HB2307 by Chairperson Highland (Attachment 8).
Chairperson Highland advised that there was written proponent testimony in their folders from Lt. Governor Jeff Colyer, M.D. (Attachment 9); Dr. Martin McCaffrey (Attachment 10); and Michael Schutloffel of the Kansas Catholic Conference (Attachment 11).
Chairperson Highland stated that questions could now be asked by the Committee of the proponents. He had questions for Kathy Ostrowski relating to SB85. No other questions were asked by the Committee of any of the proponents.
Chairperson Highland recognized John Carney, Center for Practical Bioethics, as an opponent to HB2307 (Attachment 12).
Chairperson Highland called upon Brian Carter, M.D., of Children's Mercy Hospital, to testify as an opponent of HB2307 (Attachment 13).
Emily Riegel, M.D., Medical Director of Pediatric Palliative Care, testified as an opponent (Attachment 14).
The written opponent testimony of Kathy Davis, Ph.D. was provided to the Committee following the meeting (Attachment 15).
Chairperson Highland allowed questions of the opponents to HB2307. Questions were asked by Representative Whitmer to Mr. Carney and Representative Clayton to Dr. Carter and Dr. Riegel.
Chairperson Highland asked if there were any other questions of the opponents or other people who wanted to testify. Seeing none, the hearing on HB2307 was closed.
Chairperson Highland asked if there were any other requests for bill introductions. Seeing none, the meeting was adjourned at 10:17 a.m.
