Chairperson McGinn opened the hearing on Sub for HB 2052.
JG Scott provided a summary of the bill, which is the House rescission bill and includes the Governor's proposals for addressing the State General Fund shortfall based on the November 2016 consensus revenue estimates. (Attachment 2)
The House Appropriations Committee added a proviso that would transfer 10% percent of the State General Fund ending balance to the Budget Stabilization Fund on August 15 of 2017, 2018 and 2019. An additional proviso would transfer 50% of the FY 2017 balance from the State General Fund to KPERS. Mr. Scott responded to questions from committee members.
Sherriene Jones-Sontag testified orally before the Committee regarding spending authority for the Kansas State Lottery and responded to questions from Committee members.
Chairperson McGinn announced she intends to work this bill on Monday March 13.
There being no further conferees, Chairperson McGinn closed the hearing on Substitute for HB 2052.
Chairperson McGinn adjourned the meeting at 11:41. The next meeting will be on March 9, 2017.
