Short Title
Concerning definitions and regulations relating to motor carriers.

Chairman Proehl recognized Mike Hoeme, Director, Transportation Div., KS Corporation Commission.
According to Mr. Hoeme, (Attachment 2) this bill would remove various definitions related to commercial motor vehicles from the statutes and replace references to those terms with references to definitions in the Code of Federal Regulations. The bill would also clarify the KCC authority to regulate motor carriers by specifying authority for only those that operate vehicles meeting the definition of "commercial motor vehicle." Lastly, this bill would repeal a regulation fee for vehicles of certain interstate motor carriers that transport commodities.
Chairman Proehl recognized Representative Tom Sloan who provided neutral testimony. Representative Sloan proposed an amendment to SB36. (Attachment 3) According to Representative Sloan the proposed amendment ensures that if a business determines that providing charging stations is in their and their customers' best interests, that the business can recover its investment and the cost of electricity from the electric vehicle owners, not from their other customers.
There were no other proponents or neutrals listed. The Chairman asked if there were any opponents. Kim Christiansen, Director of Government Relations with Kansas Electric Coops stepped forward in opposition to SB36.
After all questions were answered the Chairman closed the hearing on SB36.
Chairman Proehl asked for approval of the Committee Minutes for February 7, 8, 9, 14, 15 and 16, 2017, which had previously been sent to Members. Representative Lusker moved to approve the Minutes, seconded by Representative Francis. Motion carried.
The Chairman advised the Members that the next meeting would be Wednesday, March 15, 2017.
There being no further business before the Committee the meeting was adjourned.
