Diane Keech, SAFE Child Protection Consulting, explained in her testimony the importance of creating a task force. She indicated the bill should include solutions to privatization as we currently view it, conduct reviews of the duties of foster parents, collect current data, and fully evaluate the task force. Ms. Keech espoused a revision of the Child in Need of Care Code to specifically define the issues of risk, safety, and abuse or neglect of children. She included in her remarks the "Adrian Jones Act," which would require the Kansas Department of Children and Families to review child deaths in compliance with the Federal Child Abuse and Treatment Act (Attachment 1).
