Prohibiting certain regulations concerning the carrying of concealed handguns at postsecondary educational institutions.

The hearing on HB2220 was opened by Chairperson Barker. The revisor, Jason Long, provided an overview of the bill (Attachment 3).
Chairperson Barker recognized Moriah Day as a proponent of HB2220 on behalf of the Kansas State Rifle Association (Attachment 4). Questions were asked by Representative Ruiz, Clayton, Wilson, Rooker, and Highberger.
Travis Couture-Lovelady provided testimony in support of HB2220 on behalf of the National Rifle Association (Attachment 5). Questions were asked by Representatives Smith, Corbet, Williams, and Miller.
Chairperson Barker stated that he is going to stop the questioning at this time since there are a number of opponents and no more proponents.
Chairman Barker recognized Zoe Newton, Chair of the Kansas Board of Regents, who testified as an opponent to HB2220 (Attachment 6). Questions were asked by Representative Miller. He requested a copy of the weapons policy of the Board of Regents, as well as a copy of the Attorney General's opinion on concealed carry in public buildings. The Chairperson asked her to provide that information to the Committee secretary for distribution to the Committee. Attached hereto is a copy of the information provided by the Kansas Board of Regents in response to that request (Attachment 6A) .

The Chair recognized Dr. Ron Barrett-Gonzalez as an opponent to HB2220 (Attachment 8).
Rabbi Moti Rieber testified as an opponent on behalf of Kansas InterFaith Action (Attachment 9).
Chairperson Barker recognized Melanie Harvey, Johnson County Community College Faculty Association, as an opponent of HB2220 (Attachment 10).
Megan Jones testified as an opponent of the bill (Attachment 11).
Tom Schreiber was recognized by the Chair as an opponent (Attachment 12).
Mikaela Warner testified as an opponent of HB2220 (Attachment 13).
The Chair then opened the floor for questioning of any of the opponents. Questions were asked by Representative Miller to Dr. Ron Barrett-Gonzalez; Representatives Williams Carpenter, and Rooker to Zoe Newton. Julene Miller, General Counsel to the Kansas Board of Regents, assisted Ms. Newton in responding to questions.

Chairperson Barker asked if there were any further opponents. Seeing none, the hearing on HB2220 was closed.
Chairperson Barker reminded the Committee that there would not be a meeting on Monday.
