Senator Baumgardner moved to recommend the bill favorably for passage, Senator Petersen seconded.

Senator Haley offered an amendment and explained it with further explanation from Mr. Thompson. (Attachment 4)

Senator Haley made a substitute motion to amend the bill, Senator Pettey seconded. Motion carried.

Comments and clarification were offered on amendment.

Senator Haley moved to recommend the bill favorably for passage as amended, Senator Bowers seconded. Motion carried.
