Chairperson Kerschen called for final action on SB61.
Tamera Lawrence from the Revisor's Office explained the bill.
Senator Francisco proposed a balloon amendment which removed section 3 of the bill which makes the language more consistent and gives the Secretary of Agriculture some flexibility in his/her duties. (Attachment 1)
Senator Francisco moved and Senator Rogers seconded the balloon amendment. Motion carried.
Kansas Livestock Association proposed an amendment through Senator Kerschen that removes the exemption on dairies with processing plants on their properties.
Discussion followed.
Senator Kerschen moved and Senator Esters seconded the amendment. Motion carried.
Senator Billinger moved changing the effective date of the manufacturing fee to Jan. 1, 2018. Senator Estes seconded this change. Motion carried.
Senator Estes moved and Senator Francisco seconded to recommend SB61 as amended favorably for passage. Motion carried.
