Natalie Scott gave an overview of HB2352.
Representative Gail Finney testified in support of HB2352. Finney stated the goal is to address the record of an adult having their juvenile records held against them after they become adults with no other crimes of dishonesty of false statement committed. (Attachment 12)
Pastor Herman Hicks testified in support of HB2352. Hicks stated the Committee has an opportunity with this bill to reform criminal justice for juveniles and those who had minor juvenile offenses. (Attachment 13)
Zachary Bland testified in support of HB2352 because he cannot be employed as an officer due to a crime committed when he was thirteen.
Former Representative Pastor Roderick Houston testified in support of HB2353. Houston stated it is their concurring opinion that the existing K.S.A. 60-421 be repealed and amended as submitted, with the amendment to clarify that if a person was adjudicated for a non-felony, low severity grid level crime and has modified their conduct and not re-offended, their juvenile record should not be held against them as an adult. (Attachment 14)
Kenya Cox testified in support of HB2352 on behalf of Kansas State Conference of NAACP. Cox stated they believe the bill will give those individuals desiring a law enforcement career the ability to pursue the career without having youthful in-discretion's forever bar those possibilities. (Attachment 15)
Bobby Love testified in support of HB2352 on behalf of the Kansas African American Affairs Commission. Love stated this action, in their opinion, would open up the career doors of Law Enforcement to those qualified candidates desiring to serve and who otherwise would be hired were it not for the misdemeanor charge (committed and convicted as a juvenile under the age of 18) on their records. (Attachment 16)
Written only testimony in support of HB2352 was submitted by Marc Bennett, District Attorney of Sedgwick County (Attachment 17); Gordon Ramsay, Police Chief of City of Wichita (Attachment 18); and Pastor Roosevelt DeShazer, Greater Wichita Ministerial League (Attachment 19).
