Natalie Scott gave an overview of HB2292.
Tim Madden testified in support of HB2292 on behalf of the Kansas Department of Corrections. Madden stated this bill would leave the decision as to whether or not a particular ex felon should be hired to the owner of a restaurant, bar, winery, microbrewery or microdistillery. (Attachment 3)
The Committee had questions and comments.
Ed Klumpp testified in support of HB2292 on behalf of the Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association. Klumpp stated the bill swings the pendulum from too far on one side to too far on the other. (Attachment 4)
Philip Bradley testified in opposition of HB2292 on behalf of the Kansas Licensed Beverage Association. Bradley stated while they are not opposed to a limited general concept proposed in this bill, they do oppose the complete removal of these controls. (Attachment 5)
Scott Schneider testified in opposition of HB2292 on behalf of the Kansas Restaurant and Hospitality Association. Schneider stated this bill creates an imbalance between serving an intoxicating product and protecting the safety of our customers. (Attachment 6)
Debbi Beavers testified in opposition of HB2292 on behalf of the Alcoholic Beverage Control (ABC) a division of Kansas Department of Revenue. Beaver stated ABC recommended retaining certain specified convictions and allowing persons convicted of certain non-person felonies be allowed to dispense and serve alcoholic liquor. (Attachment 7)
