Natalie Scott gave an overview of HB2290.
Representative Highberger spoke of his support of HB2290.
Jennifer Roth testified in support of HB2290 on behalf of the Kansas Association of Criminal Defense Lawyers. Roth stated teens should not be branded and punished as sex offenders for consensual acts with other teens. She added they think the laws need to be changed further in order to address the draconian penalties that teens suffer. (Attachment 1)
The Committee had questions and comments.
Written only testimony in support of HB2290 was submitted by Dr. Micah Kubic on behalf of the American Civil Liberties Union (ACLU) of Kansas. (Attachment 2)
