Adding Cowley county to the list of rural opportunity zones.

Mr. Wells provided a brief overview on HB2341 noting the bill would add Cowley County to the Rural Opportunity Zone. The program consists of a income tax credit and a tuition reimbursement.
Ms. Smith stated HB2341 does have a fiscal impact noting in FY2018, the estimated tax credit is $68,000 and the Division of Budget has added in $15,000 for the student loan part. In FY2019, the estimated tax credit is $136,000 and $15,000 for student loans.

Representative Gene Vickery, District 6 requested the Committee consider adding Miami County, which is a border county and similar to Cowley County, to HB2341 when the bill is brought up for deliberation.
