The Chairperson opened the hearing on SB 164.
John Federico of Federico Consulting, speaking from the audience stated that he had introduced this bill on behalf of the city of Topeka. He had no written testimony.
Curtis Sneden, speaking on behalf of the Greater Topeka Chamber of Commerce, expressed support for SB 164. The bill allows cities in Kansas to designate areas within which responsible adults may consume alcoholic beverages which have been sold by licensed establishments in accordance with existing law (Attachment 23).
Sean Pross, speaking from the audience and as a young professional, supported SB 164. He had no written testimony.
Bridgette Jobe supplied written testimony in support of SB 164 (Attachment 24).
Eric B. Smith also supplied written testimony in support of SB 164 (Attachment 25).
Mayor Jeff Longwell of Wichita also supplied written testimony in support of SB 164 (Attachment 26).
Scott Schneider spoke in opposition to SB 164 asking who is responsible for controlling drinking (Attachment 27).
Philip Bradley in a neutral capacity stated that liability is the problem (Attachment 28).
Debbi Beavers, also in a neutral capacity, had the same concern about who is responsible for the open area (Attachment 29).
The Chairperson closed the hearing.
