Senator Bollier introduced her shadow for the day - Caroline Fromm.
Chairperson Schmidt opened the hearing on SB154.
Scott Abbott, Staff Revisor, reviewed the bill.
Mike Oxford, Topeka Independent Living Resource Center, testified in support for SB154, with a suggestion for a technical amendment changing "any business entity" to "individual". This change would prevent thousands of individual Home Community Based Services' consumers and their workers from being adversely affected.(Attachment 1)
Peter Shaheed, Home Instead Senior Care, testified in support of SB154. His testimony included an amendment that would create Class A, B and C home health licenses and the duties and responsibilities for those home health agencies. It also added definitions for "supportive care services" and "supportive care worker". And finally, the amendment defines all the levels of Administrators and Alternate Administrators for all types of home health agencies. (Attachment 2)
Supporting testimony was then presented by Ashley Goss, Kansas Department of Health and Environment, who explained the benefits of SB154. SB154 transfers authority for health occupations credentialing from Kansas Department of Health and Environment to Kansas Department for Aging and Disability Services and amends related statutes. Ms. Goss responded to questions from Committee members. (Attachment 3)
