Authorizing the state board of regents to sell, exchange and convey certain real property in Riley county and Sedgwick county on behalf of Kansas state university and Wichita state university.

Chairperson McGinn opened the hearing on HB 2109. David Wiese provided an overview of the bill and responded to questions from Committee members. (Attachment 12)
Zach Gearhart testified in support of the bill. Wichita State University and Kansas Gas and Electric want to pursue a mutually beneficial exchange of land. The exchange will support the anticipated growth of WSU and will help foster economic development. (Attachment 13)
Mark Taussig spoke as a proponent of the bill. This land is a small parcel and does not contribute to the functions of the larger park. Funds from the sale would be used to for ongoing maintenance of the park. (Attachment 14)
Dr. Ron Trewyn stood in support of the bill. Kansas State University is seeking authority from the Legislature to sell two small tracts of land. The smaller piece of land is not able to be developed and the other is near the National Bio and Agro-defense Facility and was deemed a security risk in its current function. Dr. Trewyn responded to questions from Committee members. (Attachment 15)
There being no further conferees, Chairperson McGinn closed the hearing on HB 2109.
Senator Kelly moved, Senator Billinger seconded, to recommend HB 2109 favorably for passage and be placed on the consent calendar. Motion carried.
Chairperson McGinn adjourned the meeting at 11:16.
