Chairperson Bowers opened the informational briefing on SB31.
Jill Shelley, staff research analyst, presented an overview of the legislative history on SB31 including comparisons of SB31, 2016 SB338, and 2013 HB2075. Ms. Shelley summarized the definitions of Abandoned Property and Blighting Influence and highlighted the changes each version of the bill proposed to the definitions. Ms. Shelley also provided detail regarding uses of the property that would be allowed as well as what organizations and cities must do to receive temporary possession. (Attachment 7)
Senator Haley distributed and explained a balloon amendment. (Attachment 8)
After questions by the Committee were addressed, Chairperson Bowers closed the briefing.
