The hearing on HB2319 was opened by Chairperson Barker. Jason Long, Revisor, provided an overview of the bill (Attachment 1). Questions were asked by Representative Clayton and Chairperson Barker.
Chairperson Barker recognized Kathy Ostrowski, who testified as a proponent of the bill on behalf of Kansans for Life (Attachment 2).
Steve Brunk testified as a proponent of HB2319 on behalf of Family Policy Alliance of Kansas (Attachment 3).
Chairperson Barker then allowed questions by the Committee of the proponents. Questions were asked by Representatives Highberger and Rooker to Mr. Brunk. Representative Highland had a question of Mr. Ostrowski.
Chairperson Barker then recognized Bob Eye, who testified as an opponent of HB2319 on behalf of Trust Women (Attachment 4).
Elise Higgins testified as an opponent of HB2319 on behalf of Planned Parenthood Great Plains Votes (Attachment 5).
Questions were asked by Representatives Rooker, Whitmer, Wilson, Lusk, Jacobs, Highberger, Humphries, and Awerkamp to Ms. Higgins. Questions were asked by Representatives Whitmer, Weber, and Miller and Chairperson Barker to Mr. Eye; and questions were asked to Ms. Ostrowski by Representative Wilson.
Chairperson Barker noted that there was written proponent testimony by Dr. Melissa Colbern (Attachment 6); Dr. Pat Herrick (Attachment 7); Barbara Saldivar of Concerned Women for America of Kansas (Attachment 8); Michael Schuttloffel of the Kansas Catholic Conference (Attachment 9); and Jonathan Whitehead (Attachment 10).
Opponent written testimony was provided by Carol Joy Darrah, M.D. (Attachment 11); Alan J. Fearey, M.D. (Attachment 12); Dr. Micah Kubic for the American Civil Liberties Union of Kansas (Attachment 13); and Debra Wade, M.D. (Attachment 14).
Chairperson Barker noted there were no neutrals. He asked if anyone else wished to testify. Seeing none, he closed the hearing on HB2319.
Chairperson Barker called for further requests for bill introductions. Seeing none, he closed the floor to requests for bill introductions.
There being no further business to come before the Committee, Chairperson Barker adjourned the meeting at 10:27 a.m.
