Chairperson Barker opened the hearing on HB2201. Jason Long, Revisor, presented an overview of the bill (Attachment 1).
Chairperson Barker recognized Brian Wood who testified as a proponent of HB2201 on behalf of KOSE (Attachment 2). Questions were directed to Mr. Wood by Representatives Williams, Weber, Smith, Whitmer, Wilson, and Rooker.
Chairperson Barker noted that there was written proponent testimony from Shar Habibi of ITPI (Attachment 3).
Chairperson Barker recognized Scott Heidner, who testified as an opponent of HB2201 on behalf of the ACEC (Attachment 4).
Eric Stafford was recognized by the Chair. He provided testimony in opposition to HB2201 on behalf of the Kansas Chamber (Attachment 5).
Further opposition testimony was given by Larry Baer for the League of Kansas Municipalities (Attachment 6).
Questions were asked of the opponents by Representatives Miller and Clayton.
Chairperson Barker noted that there was written opponent testimony for the Committee to review from Jason Gage, City Manager of the City of Salina (Attachment 7); Mike Nolan, City of Lenexa (Attachment 8); Keith Beatty, Kansas Professional Society of Engineers (Attachment 9); Larry Jones, Kansas Legislative Policy Group (Attachment 10); Nathan Eberline, Kansas Association of Counties (Attachment 11); Kiel Mangus, City of Manhattan (Attachment 12); and John Bardo, Wichita State University (Attachment 13). There is also written neutral testimony from Daniel Klucas, Kansas Department for Children and Families (Attachment 14).
Chairperson Barker asked if anyone else wanted to offer testimony. Seeing none, the hearing on HB2201 was closed.
