Kyle Hamilton, Revisor, outlined the provisions of the bill. He stated that the bill adds additional safety requirements for infant sleeping equipment and sleeping areas in child-care facilities (Attachment 12).
Representative Tom Burroughs, in supporting the bill, cited anecdotal and statistical evidence to illustrate unsafe conditions in child-care facilities. He said the bill will set minimum standards to better insure a child's safety in any Kansas child-care facility (Attachment 13).
Rachel Sisson, Director, Bureau of Family Health, Kansas Department of Health and Environment, testified as neutral regarding HB 2304. She commented that the intent of the bill is consistent with existing statutes and regulations. She suggested that clear definitions be given for sleeping equipment and sleeping area (Attachment 14).
The Chair closed the hearing on HB 2304.
A member requested additional time to review possible amendments. Acceding to the request, the Chair announced that the Committee will meet at the Rail on Monday, February 20, to work the bill.
