Jenna Moyer gave an overview of HB2291.
Tim Madden testified in support of HB2291 on behalf of the Kansas Department of Kansas (KDOC). Madden stated this bill specifies that in those circumstances, the proposed patient or patient is to be treated like any other Kansan subject to the Care and Treatment for the Mentally Ill Act. (Attachment 1)

Sheriff Jeff Easter testified in opposition of HB2291 on behalf of the Kansas Sheriffs Association. Easter stated local sheriffs are already burdened with prisoners that should be in KDOC custody and do not believe we should be State of Kansas mandated to conduct another function for KDOC without proper reimbursement. (Attachment 2)

Melissa Wangeman testified in opposition of HB2291 on behalf of the Kansas Association of Counties. Wangeman stated as the legislation appears to shift custody of state prisoners-and the costs associated with those prisoners-to the county sheriff while awaiting placement in a state psychiatric hospital. (Attachment 3)
