Chairperson Barker opened the hearing on HB2140. Because of the number of conferees, he is limiting the time for each person to speak to four minutes.
Jason Long, Revisor, provided an overview of HB2140 (Attachment 1).
Chairperson Barker recognized Rodney Redinger, Kansas Forest Service, who testified as a proponent on the bill (Attachment 2).
Douglas Schmitt, Riley County Assistant Fire Chief, testified as a proponent on behalf of the Kansas State Fire Fighters Association (Attachment 3).
Eric Smith, League of Kansas Municipalities, was recognized by Chairperson Barker, but he asked that his testimony be written only since he had nothing to add to what had already been addressed (Attachment 4).
Chairperson Barker asked if George Geissler of the Oklahoma Division of Forestry had arrived to testify a proponent. Larry Biles, State Forrester of the Kansas Forest Service, testified on Mr. Geissler's behalf (Attachment 5) (Attachment 5A).
Chairperson Barker noted that there was written proponent testimony from Kevin Flory of the Kansas State Fire Fighters Association (Attachment 6). He also noted that there were no opponents. He announced that he would leave this hearing open so that if Mr. Geissler arrived, he could testify.
