Chairperson Barker opened the hearing on HB2145. Jason Long, Revisor, gave an overview of the bill (Attachment 9). Questions were asked by Representatives Houser, Whitmer, and Miller, and Chairperson Barker.
Chairperson Barker recognized Ed Klumpp, who testified as a proponent of HB2145 on behalf of the Kansas Association of Chiefs of Police, the Kansas Sheriffs Association, and the Kansas Peace Officers Association (Attachment 10). Chairperson Barker and Representative Houser had questions.
Chairperson Barker directed the Committee's attention to the written opponent testimony of Barclay Mead of 3Up of Kansas (Attachment 11) and Geoffrey Clark of the Kansas Association of Criminal Defense Lawyers (Attachment 12).
After asking if there were any other conferees and seeing none, Chairperson Barker closed the hearing on HB2145.
