Chairperson Barker opened the hearing on HB2141. Jason Long, Revisor, provided an overview of the bill (Attachment 1). He answered questions from Representatives Houser, Humphries, Williams, Ruiz, Whitmer, and Wilson.
Chairperson Barker stated that conferee testimony would be limited to three minutes. He recognized Representative John Eplee as a proponent on HB2141 (Attachment 2).
Eric Smith testified as a proponent on behalf of the League of Kansas Municipalities (Attachment 3).
Chairperson Barker called on Trey Cocking, Atchison City Manager, who testified as a proponent on HB2141 (Attachment 4).
David Rindom testified as a proponent of the bill on behalf of MGP (Attachment 5).
Chairperson Barker recognized Tuck Duncan as an opponent of HB2141 (Attachment 6).
Jason Watkins, Kansas Beer Wholesalers Association, testified as an opponent of HB2141 (Attachment 7).
Chairperson Barker then opened the floor to questions by the Committee to any of the conferees. Chairperson Barker and Representatives Smith, Whitmer, and Clayton all had questions of Tuck Duncan.
Chairperson Barker noted that written neutral testimony has been submitted by Debbi Beavers, Director, Alcoholic Beverage Control Division (Attachment 8).
Chairperson Barker closed the hearing on HB2141.
