Chairperson Barker opened the hearing on HCR5005. He noted that there were five proponents and two opponents to testify today. He will allow Tom Coburn, M.D., a former United States Senator from Oklahoma, to testify at the end of the proponent testimony. The other proponents will have four minutes each to testify and, upon the consent of the other proponents, Senator Coburn will have additional time to testify.
Jason Long, Revisor, provided an overview of the bill (Attachment 1).
Chairperson Barker recognized Tony Gillette as a proponent of HCR5005 (Attachment 2). Representative Wilson had a question for Mr. Gillette.
Susan Waddle testified as a proponent on the bill (Attachment 3).
Proponent testimony was provided by Lynn McAllister (Attachment 4) followed by questioning by Representative Ruiz.
Chairperson Barker recognized Mark McAllister as a proponent of HCR5005 (Attachment 5). Questions and comments were made by Representatives Highberger, Clayton, Miller, and Wilson.
Tom Coburn, M.D., former United States Senator from Oklahoma, testified as a proponent of HCR5005 (Attachment 6). Questions were asked by Representatives Carpenter, Williams, Highberger, Miller, Smith, Ruiz, and Chairperson Barker.
Chairperson Barker then recognized Robert Wood, Kansas Chamber of Liberty, as an opponent of HCR5005 (Attachment 7). Questions were asked by Representatives Carpenter, Wilson, Ruiz, Humphries, and Williams.
Opponent testimony was provided by John Axtell (Attachment 8). Representatives Williams and Ruiz asked questions of the conferee.
Chairperson Barker stated that there was written opponent testimony from Heidi Holliday, Kansas Center for Economic Growth (Attachment 9); Michael Leachman, Center on Budget and Policy Priorities (Attachment 10); Dylan John Callahan (Attachment 11); Blake Branson (Attachment 12); and Paul Degener (Attachment 13).
Chairperson Barker asked if there were any other persons who wanted to speak to the Committee, either as an opponent or a neutral. Seeing none, he closed the hearing on HCR5005.
Chairperson Barker asked if there were any further requests for bill introductions. There were none.
Chairperson Barker adjourned the meeting at 10:14 a.m.
