Chairperson Sloan opened the hearing on HB2272. Matt Sterling gave an overview of the bill and answered questions from the committee. (Attachment 3)
Rolfe Mandel commented from a neutral stance on HB2272, endorsing the concepts within the bill and explaining that the Geological Society cannot take sides on legislation. (Attachment 4)
Darci Meese stood in opposition to HB2272, commenting it may not be necessary to form another agency when the same result could be achieved by evaluating existing agencies to determine whether the goals of the bill can be met through adjustments to those agencies. (Attachment 5)
Earl Lewis opposed HB2272 stating he believed the mission of the proposed collaborative can be covered by enabling the authority of the Kansas Water Office. (Attachment 6)
Darci Meese represented Susan Metzger in opposing HB2272 as a duplicative and unnecessary bill. (Attachment 7)
Ron Klataske spoke in favor of HB2272 agreeing with the collaborative nature of the bill. He asked that consideration be given to adding language that would address the need to identify and protect minimum stream flows that support wild life. No written testimony was provided.
Conferees answered questions from committee members.
