David Wiese, staff revisor, reviewed the bill. Mr. Wiese distributed and discussed a proposed balloon amendment to HB2268 which changes the language addressing independent and third party contractors. (Attachment 11) Mr. Wiese responded to questions from the Committee.
Chairperson Kelly opened the hearing on HB2268.
Brock Ingmire testified in support of HB2268 stating that it would allow those who have previously worked in city government, and thereby would have applicable and unique experience, to fill temporary vacancies. (Attachment 12) Mr. Ingmire responded to questions from the Committee.
Robert Peter testified in support of HB2268 stating that it would alleviate difficulties he has experienced as an independent contractor providing legal services for small cities. (Attachment 13) Mr. Peter responded to questions from the Committee.
Diane Gjerstad testified in support of HB2268 saying that it would address a shortage of highly qualified substitute teachers for classrooms. Ms. Gjerstad provided a handout that outlined recommended adjustments to HB2268. (Attachment 14) Ms. Gjerstad responded to questions from the Committee.
There being no further conferees, Chairperson Kelly closed the hearing on HB 2268.
