Chairman Waymaster opened the hearing on the bill.
David Weise, Office of the Revisor of Statutes, presented the bill brief (Attachment 1). A copy of the fiscal note for the bill was distributed to committee members (Attachment 2) The bill extends the dates for one year for the nonjudicial salary adjustment fund receiving 33 percent of the additional reinstatement fees. And, strikes the language on how money in the fund shall be expended.
Stephanie Bunton, Office of Judicial Administration, presented testimony as a proponent of the bill (Attachment) 3.
Discussion followed by committee members regarding the sunset provision. If this was to occur, this would reflect a loss $950,000 to fund non-judge employee salaries. This amount has been included in the FY 2018 and FY 2019 budget, it was noted.
Gary Mason, Kansas Department of Health and Environment, presented testimony in neutral position of the bill (Attachment 4).
Written testimony in opposition of the bill was provided by Kirk Thompson, Kansas Bureau of Investigation (Attachment 5).
