Providing for the Kansas 4-H foundation distinctive license plate.

Staff briefed the Committee on the contents of the bill.
Chairman Proehl recognized Representative Rahjes as the first proponent on HB2281. (Attachment 6) Representative Rahjes said 4-H is more than just another youth club; it teaches leadership, responsibility and a sense greater than self. He asked the Committee to join him in supporting HB2281.
Marissa Randel, member of Kansas 4-H Youth Council was the next proponent. She provided the Committee with some background information on 4-H. She said her experience in 4-H has impacted her life in many ways. Ms. Randel said 4-H taught her many life skills including responsibility, time management and public speaking. She said it also gave her the opportunity to travel to Washington D.C. on two occasions on behalf of 4-H. She concluded by saying the Kansas 4-H license plate will allow Kansans to show their support and appreciation for all 4-H has offered while generating needed funds to continue to grow the program. There were no other proponents and no opponents so the Chairman closed the hearing on HB2281.
The Chairman drew the Committee's attention to the Minutes of the meetings on January 24, 25 and 26, 2017, which had previously been sent to the members. Representative Lusker moved approval of the Minutes, seconded by Representative Francis. Motion carried.
Chairman Proehl announced the next meeting would be Wednesday, February 15, 2017, at which time they will have Final Action on HB2095.
There being no further business before the Committee the meeting was adjourned.
