Chairperson Williams opened the hearing on the bill.
Mike Heim presented an overview on the bill.
Representative Campbell presented testimony in support of the bill,stating his intent is to prevent political candidate signs being placed in medians of the roadways.(Attachment 8)
Melissa Wangemann presented testimony in support of the bill, stating cities and counties may only prohibit the placement or limit the number of temporary signs outside the 45 day period prior to any election or, the two day period following any election.(Attachment 9)
Cindy Green presented testimony in support of the bill, stating this bill would allow all temporary signs to be treated the same regardless of content in compliance with the 1st amendment. K.S.A. 25-2711 currently creates a special class of signs based solely off the sign's content for political signs in violation of the 1st amendment. (Attachment 10)
Discussion topics for personal property owner consent and business signage will be addressed in offered amendments at a future meeting.
