Chairperson Barker opened the hearing on HB2173. Today testimony will be heard from the opponents. Tomorrow the proponents will be heard. He had to split up the hearing due to the number of conferees.
Jason Long, Revisor, presented an overview of HB2173 (Attachment 1). Questions were asked by Representatives Humphries, Williams, Whitmer, and Awerkamp.
Chairperson Barker advised that because of the number of conferees, he is going to limit each person's testimony to four to four and a half minutes. The Committee is also directed to not ask questions until all of the conferees have testified.
Chairperson Barker recognized Eric Stafford of the Kansas Chamber as an opponent of HB2173 (Attachment 2).
Chairperson Barker recognized Mike Taylor, Unified Government of Wyandotte County and Kansas City, Kansas, as an opponent (Attachment 3).
Whitney Damron testified as an opponent of HB2173 on behalf of Kansas Entertainment, LLC (Attachment 4).
Chairperson Barker stepped out of the room, and Vice-Chairperson Highland recognized Midge Grinstead, who testified as an opponent of HB2173 on behalf of The Humane Society of the United States (Attachment 5).
Terry Humphrey provided opponent testimony on behalf of the Humane Society Legislative Fund of Kansas (Attachment 6).
Chairperson Barker returned to the room.
Kevin Fowler was recognized by Chairperson Barker to provide testimony in opposition to HB2173 on behalf of the Kansas Star Casino, Boothill Casino & Resort, and Kansas Crossing Casino (Attachment 7).
Chairperson Barker asked if there were any further conferees to testify as opponents on HB2173. Seeing none, he opened the floor for questions by the Committee to the conferees. Questions were asked by Representatives Ruiz, Williams, Humphries, Highland, Arnberger, Miller, Whitmer, Awerkamp, and Weber, and Chairperson Barker. Representative Williams requested information from Mr. Taylor relating to the multiplier effect on the economic return to the community.
Chairperson Barker directed the Committee's attention to the written opponent testimony of Katie Gray Barnett (Attachment 8); Blake Benson, City of Pittsburg Department of Economic Development (Attachment 9); Justin Brokar, Helping Hands Humane Society (Attachment 10); Steve Brunk, Family Policy Alliance (Attachment 11); Christine Dorchak, Grey2K USA (Attachment 12); Daron Hall, City of Pittsburg (Attachment 13); Kate Meghji, Lawrence Humane Society (Attachment 14); Steven Scott, Pittsburg State University (Attachment 15); Michael Smallwood, Kansas City Kansas Chamber of Commerce (Attachment 16); Clark Stewart, Butler National Corporation (Attachment 17); and Cherise Tieben, City of Dodge City (Attachment 18).
Chairperson Barker closed the opponent testimony portion of the hearing on HB2173.
Chairperson Barker adjourned the meeting at 10:09 a.m.
