Minutes for SB100 - Committee on Education
Short Title
Allowing scholarships for mental health nurses in the nursing service scholarship program.

Chairperson Baumgardner called the meeting to order. She noted that today would be a short meeting as approving minutes and voting on SB100 were the only items on the agenda.
Senator Doll motioned to approve minutes from January 2017. Senator Pettey seconded the motion. All were in favor and the minutes were approved.
Chairperson Baumgardner stated that the Committee would be taking final action on SB100. She introduced Nick Myers, Revisor of Statutes Office, and he gave a general overview of SB100. Mr. Myers stated the bill defines mental health facilities and who can be a sponsor to the scholarships. He reminded the Committee that the nursing student will be required to work for the facility that sponsored them for a specific amount of time. Mr. Myers also noted that the bill discusses who contributes to funds for the sponsorship.
Chairperson Baumgardner asked if any Committee Member had questions. No questions were presented and the Committee proceeded.
Senator Bollier motioned to recommend the bill favorably for passage and Senator Pettey seconded the motion.
Before proceeding with the vote, Chairperson Baumgardner stated there was an amendment. Nick Myers, Revisor of Statutes Office, discussed this amendment. Mr. Myers stated this was a balloon amendment. (Attachment 1) He said to note on page two that the new language clarifies that a nurse shall not be required to be a resident of Kansas for a scholarship under the Nursing Service Scholarship. Mr. Myers clarified that tuition shall be for in state tuition and noted that Mr. Flanders previously had stated they had to be in-state, but the statute did not have a requirement to be in-state. Kansas Board Of Regent (KBOR) regulations did require that the student be in-state, however this new language in the bill will supersede the KBOR regulation.
Senator Alley noted that these clarifications addressed his previous questions and was satisfied.
Chairperson Baumgardner asked if any Committee Members had further questions or discussion on the balloon amendment.
With no further discussion Senator Alley made a motion to vote on the amendment, and Senator Doll seconded the motion. The motion passed.
Senator Bollier motioned to recommend the bill favorably for passage as amended and Senator Taylor seconded the motion.
Chairperson Baumgardner asked for all in favor of SB100 to raise hands. The bill was unanimously approved by the show of hands.
Chairperson Baumgardner noted that on next week's agenda, pay special attention to the February 15th meeting on At-Risk Students. She also noted that the Committee would most likely wait to hear from Mr. Sullivan before proceeding with SB166, which addresses Cleveland University-Kansas City.
Chairperson Baumgardner reminded the Committee that the meeting on the following day was canceled. She then adjourned the meeting until Monday, February 13th.
