Mike Heim, Legislative Reviser, provided a review on HB2158, noting the mirror bill SB8, and provided an update on the Senate Subcommittee Report.

Representative Miller clarified a point on HB2158.

There being no further questions for Mr. Heim, Representative Esau, Chair, opened the hearing on HB2158.

Proponents:

Representative Vic Miller, Ranking Minority Member, provided testimony on HB2158, noting the U.S. Postal Service has moved Topeka mail processing to Kansas City, MO and mail processing for several other Kansas cities has also been moved, thus delaying delivery of advanced voting ballots (Attachment 1).

Martha Dorsey, Research Analyst, provided the Committee with copies of the Revised Report of the Subcommittee on 2017 SB8 (Attachment 2).

Representative Esau, Chair, discussed the fact that mail is not always postmarked and Representative Miller addressed this concern.

There being no further questions for Representative Miller, Bryan Caskey, Director of Elections, Secretary of State's Office, provided testimony in support of HB2158 (Attachment 3).
