Natalie Scott gave an overview of HB2087 and HB2088.
Executive Director Scott Schultz testified in support of HB2087 and HB2088 on behalf of Kansas Sentencing Commission. Schultz stated passage of HB2087 will provide time and resource savings at the district court level and would provide an avenue for offenders to receive treatment more quickly. Schultz said the passage HB2088 will provide direct savings to bed space and increase participation in the SB123 program without compromising public safety.(Attachment 3) (Attachment 4)

Written testimony in support of HB2087 and HB2088 was submitted by Jennifer Roth on behalf of the Kansas Association of Criminal Defense Lawyers. (Attachment 5) (Attachment 6)
Chris Mechler, Court Services Specialist, testified in a neutral position of HB2087 on behalf of the Kansas Judicial Branch. Mechler stated the Office of Judicial Administration proposes the attached amendment which would impose a supervision fee on defendants placed on supervision. She said the amendment would allow the state to recoup costs associated with the supervision of the diverted defendants. (Attachment 7)
Written testimony in a neutral position of HB2087 was submitted by Dawn Huddleston on behalf of the Kansas Association of Court Services Offices. (Attachment 8)
Stuart Little testified in opposition of HB2087 and HB2088 as a lobbyist for the Kansas Community Corrections Association (KCCA). Little stated if the SB123 system is expanded without expanding funding, eventually it will put the program at risk. He stated the only result is swift and expensive increases in incarceration costs. (Attachment 9)
