Chairperson McGinn opened the Hearing on SB 27.
JG Scott provided a summary of the Governor's recommended changes from the approved FY 2017 Expenditures. (Attachment 1) Additionally, he discussed Schedule 8 of the Governor's Budget Recommendation, which shows current year adjustments. (Attachment 2) Mr. Scott responded to questions from Committee members.
Mark Tallman testified before the Committee regarding the impact of the bill on the school districts. While the Association of School Boards understands the very difficult position the State is in with regards to the budget, an across-the-board cut would result in an 8-9% cut to school district operating budgets. With the exception of 2015, per pupil school funding from 2006 to the present is falling behind when compared to the rate of inflation. Additionally, it would be very difficult for school districts to handle funding reductions this late in the school year. Mr. Tallman responded to questions from Committee members. (Attachment 3)
