Chairperson Barker opened the hearing on HB2150. Jason Long, Revisor, provided an overview of the bill (Attachment 9). Questions were directed to the Revisor by Representatives Highland, Whitmer, Highberger, Lusk, Ellis, and Jacobs.
Chairperson Barker recognized Bob Page, President and Chief Executive Officer of the University of Kansas Hospital, as a proponent (Attachment 10).
Lee Norman, M.D. testified as a proponent of HB2150 on behalf of the University of Kansas Hospital (Attachment 11).
Richard Johnson, Chief of Police at the University of Kansas Medical Center, testified as a proponent (Attachment 12).
Chairperson Barker recognized Tammy Peterman, Executive Vice President/COO of the University of Kansas Health System, as a proponent of HB2150 (Attachment 13).
Chairperson Barker allowed the Committee to question the proponents who had testified. Questions were asked by Representatives Williams, Houser, Highland, Carpenter, Whitmer, Ruiz, and Smith. Vice-Chairperson Highland asked Chief Johnson to provide the OSHA study to the Committee members, which he agreed to do.
Chairperson Barker recognized Travis Couture-Lovelady who testified as an opponent to HB2150 on behalf of the NRA (Attachment 14). Questions were asked by Representatives Highberger, Ruiz, Clayton, and Lusk.
Chairperson Barker allowed Representatives Rooker and Whitmer to ask additional questions of Chief Johnson.
Chairperson Barker directed the Committee's attention to the written opponent testimony of former Senator Forrest Knox (Attachment 15).
Chairperson Barker asked if there were any neutrals to testify. There were none so the Chairman closed the hearing on HB2150.
Chairperson Barker advised the Committee concerning the bills that would be heard next week. He asked if there were any further requests for bill introductions. There were none.
Chairperson Barker adjourned the meeting at 10:17 a.m.
