Chair Hoffman opened the hearing on HB2192 at 3:50pm.
Kyle Hamilton, Assistant Revisor, Office of The Revisor of Statutes, explained that HB2192 simply changes the name of Lake Scott State Park to Historic Lake Scott State Park. There is a Fiscal Note for HB2192.
Ron Kaufman, Director of Information Services Division, Kansas Department of Wildlife, Parks, and Tourism, appeared before the Committee in support of HB2192. Mr. Kaufman covered the historic significance of the area, from the mid-1600 with the El Cuartelejos to the completion of the Steele home in 1894 to the acquisition by the state in 1928. In 1966 the park was rename Lake Scott State Park when ownership was transferred from Kansas Forestry, Fish and Game Commission to the Kansas Parks and Resources. Given the historical significance of the land and the lake to Native Americans, the State of Kansas, Scott County and surrounding areas, we respectfully request that Lake Scott State Park be formally renamed "Historic Lake Scott State Park." Representative Don Hineman, 118th District, Kansas House of Representatives, appeared before the Committee in support of HB2192. Representative Hineman described the uniqueness of the area and went into some of the event that occurred between the Native Americans and the U.S. Cavalry after General Custer's defeat at the Battle of the Little Big Horn. The Battle of Punished Woman's Fork occurred in the valley of Scott County, where the Northern Cheyenne were encamped for the night during their movement from the reservation in Oklahoma back to their ancestral homelands Montana. This marked the last battle between U.S. troops and Native Americans on Kansas soil. He hopes that this bit of little known history is convincing enough that the addition of "Historic" is indeed appropriate. (Attachment 5)
