Staff briefed the Committee on the bill.
The Chairman recognized Paul Snider, Government Affairs Manager with the Kansas City Area Transportation Authority. Mr. Snider discussed the flyer called "RideKC" concerning the Kansas City Area Transportation Authority.(Attachment 2) Mr. Snider introduced Chuck Ferguson, Chief Planning Officer, KCATA. According to Mr. Ferguson, the KCATA has managed Johnson County's transit system since 2015 and they support HB2096.(Attachment 3)
The next proponent was Joshua C. Powers, Business Liaison, Johnson County Government. (Attachment 4) Mr. Powers said public transportation in Johnson County has utilized bus-on-shoulder operation since 2012 and Johnson County Government supports HB2096.
Chairman Proehl recognized R.E. "Tuck" Duncan, representing the Kansas Public Transit Association. Mr. Duncan pointed out that in 2010 the Kansas legislature approved legislation which provides that the Secretary of Transportation may authorize transit buses to be operated upon the right shoulders of city connecting links and other highways in the state highway system in Johnson County and this legislation would extend that authority to Wyandotte County.(Attachment 5)
Reid Petty, Legislative Affairs, Kansas Department of Transportation, said that KDOT supports HB2096 which will amend KSA 75-5091 to authorize the Secretary of Transportation to expand operations of "buses on shoulders" into Wyandotte County.(Attachment 6)

After all questions were answered, the Chairman closed the hearing on HB2096.
Chairman Proehl announced that the next meeting would be on February 1, 2017 and the Committee would hear HB2010 and HB2016.
