Chairman Kerschen opened the hearing on SB61 and asked Tamera Lawrence of the Revisor of Statutes to provide an overview of the bill.
Chad Bontrager with the Kansas Department of Agriculture testified in support of the bill. This bill retains the current fees on dairies and extends the sunset on those fees to 2028.This represents approximately $292,000 in revenue for the dairy and feed safety program. (Attachment 3)
Tucker Stewart with the Kansas Livestock Association testified in opposition to the bill. He offered two amendments that, if adopted by the committee, would ensure his support of the bill. One reduces the sunset on dairy fees from 2028 to 2023. The other strikes an exemption for manufacturing plants that are located on a dairy. (Attachment 4)
After a few questions and answers, Chairman Kerschen closed the hearing on SB61.
There being no further business, Chairperson Kerschen adjourned the meeting at 9:30.
