Natalie Scott gave an overview on HB2085.
Natalie Chalmers on the behalf of the Office of the Attorney General testified in support of HB2085 that incorporates a needed fix in response to the Kansas Supreme Court’s decision in State v. Dull1 and the Kansas Court of Appeals opinions extending Dull’s rationale. (Attachment 2)
Tim Madden on behalf of the Kansas Department of Corrections testified in support of HB2085 that proposed the 60-month period of postrelease supervision for youthful offenders would be similar to the postrelease obligation imposed upon other sex offenders. (Attachment 3)
Mr Madden responded to questions from the Committee.
Scott Schultz, Executive Director, on behalf of the Kansas Sentencing Commission testified in support of HB2085 that proposes the 60-month period of postrelease supervision for youthful offenders would be similar to the postrelease obligation imposed upon other sex offenders. (Attachment 4)
Mr Schultz responded to questions from the Committee.
