Chairman Waymaster opened the hearing on the bill
Jill Wolters, Office of the Revisor of Statutes, provided the bill brief, (Attachment 5). This bill would create the Eisenhower Preservation Fund in the State Treasury and would increase fees on motor vehicle registration by $0.50.
Meredith Sleickter, Executive Director, Eisenhower Foundation presented testimony as a proponent of the bill (no written testimony was provided) A video on the accomplishments of President Dwight Eisenhower and the projects currently underway at the Eisenhower Presidential Library museum followed.
Meredith Sleickter responded to questions from committee members. The license plate fee increase of $0.50 was included in the bill with tie to the Eisenhower Interstate Highway System Act in mind. The fee would be for K-12 outreach programs and other programs. Discussion followed by committee members regarding funding sources by other states with Presidential Libraries. The Eisenhower Presidential Library and Museum receives federal funding and private donations. Concern was expressed regarding the current budget shortfall and the timing for this fee increase, and it was noted that as written, this bill would not sunset.
