Staff briefed the Committee on this bill and answered questions.
Chairman Proehl recognized Representative Sloan as a proponent of this bill. Representative Sloan reminded the Committee that KDOT is primarily funded by motor fuel taxes and vehicle owners who do not purchase or purchase a disproportionately small amount of motor fuel, do not contribute to the Highway Fund in a manner commensurate with owners of conventionally fueled vehicles.(Attachment 5) He stood for questions.
Written neutral testimony was provided by the Kansas Department of Transportation.(Attachment 6)
Opposing testimony from Leighton Yates, Manager, State Affairs, Auto Alliance, was presented by Sandy Braden of Gaches, Braden and Associates. The testimony referred to a new fee of $150 to be paid at the time of registration for electric vehicles annually and would be considered punitive on consumers. She said the Alliance encourages amending HB2060 and removing the $75 annual fee for hybrid vehicle owners.(Attachment 7)
Written opposing testimony was provided by Zack Pistora, representing the Kansas Sierra Club.(Attachment 8)
After all questions were answered, the Chairman closed the hearing on HB2060.
Chairman Proehl reminded the Committee that next meeting will be Tuesday, January 31, 2017 and there will be a presentation on the Kansas Turnpike Authority from Steve Hewitt and the Committee will hear HB2016.
