Chairperson Longbine opened the hearing on SB17. Eileen Ma presented an overview of the bill and stood for questions; there were none.
Clark Shultz stated that SB17 updates the Fair Access to Insurance Requirements (FAIR) plan. He further explained the original statute adopted in 1951 has developed into the Kansas version of a nationwide program that provides basic insurance to Kansans when they have been unable to purchase insurance on the open market. SB17 updates the language to reflect the practice of the Plan issuing policies on behalf of the plan itself, rather than an individual company. Mr. Shultz answered a question from Senator Suellentrop. (Attachment 1)
