Minutes for HB2081 - Committee on Taxation

Chairperson Smith opened the hearing for HB2081.

Adam Siebers, Office of Revisor of Statutes gave an overview for HB2081 that provides a sales tax exemption for community pharmacies that furnish services to medically underserved individuals and families. Community pharmacy or pharmacy is defined to mean a retail pharmacy engage in the dispensing of prescriptions and that may also provide other healthcare products or services. (Attachment 1)   Mr. Siebers stood for questions from Committee members.

Kathleen Smith, Kansas Department of Revenue, provided an overview on the fiscal note for HB2081 noting the State Revenue would decrease in FY 2026 by approximately $53,000.  Of that amount, the State General Fund would be decreased by $43.500 and the State Highway Fund by $9,500 due to some Capital expenditures and one-time equipment purchases in FY 2026.  For  FY 2027 the estimate does reduce down $8,080 for both the State General Fund and the State Highway Fund and levels off from there. Ms. Smith stood for questions from Committee members.

Proponents:

Amber Beck, Cairn Health, testified as proponent for HB2081 that would provide a sales tax exemption for community pharmacies in Kansas.  Ms. Beck stated as essential healthcare providers, community pharmacies deliver vital services to patients across the state, especially to uninsured, low-income individuals and those living in rural areas where care if limited.  Community Charitable Pharmacy, operating as a 501(c)(3) nonprofit exists to improve health and wellness of individuals facing financial barriers or lack insurance.  She noted Cairn Health charges individuals only $10 per shipment of medication regardless of how many prescriptions they have.  (Attachment 2)  Ms. Beck stood for questions from Committee members.
