Chairperson Bowers opened final action on SB66. Charles Reimer, staff revisor, reviewed the bill.
Chairperson Bowers distributed and explained a balloon amendment. (Attachment 1) Mr. Reimer further detailed the amendment.
Chairperson Bowers moved, Senator Ryckman seconded, to adopt the balloon amendment. After discussion, motion carried.
Senator Titus distributed and explained a balloon amendment. (Attachment 2)
Senator Titus moved, Senator Bowser seconded, to adopt the balloon amendment.
During discussion, Senator Titus agreed to revise the language of the amendment to "the first open meeting that the local government officer participates in."
Senator Titus moved, Senator Clifford seconded, to adopt the balloon amendment revised with the proposed language "the first open meeting that the local government officer participates in" giving staff leeway for the wording on the bill. After discussion, motion carried.
Chairperson Bowers moved, Senator Ryckman seconded, to recommend SB66 as amended favorably for passage as Substitute for SB66. Motion carried.
