Jason Long, Revisor of Statutes, (Attachment 1) which is the mirror of HB2282 gave an overview of the bill. He explained that the bill provides covenants, conditions, or restrictions established between January 1, 1948 and December 31, 1958, that restricts the use of real property owned by state educational institutions for only single-family residence purposes and contain discriminatory provisions to restrict ownership ordinance by race are against public policy and therefore void.
Tom Cox, Vice President, Connected Nation Inc (Attachment 2) testified as a proponent to the bill. He explained that the bill would allow the University to remove itself from this racially biased, crude, and immoral restrictive covenant.
The chairman closed the hearing on SB194.
Representative Blex moved, seconded by Representative Schlingensiepen to suspend the rules and work SB194. Motion passed.
