Chairperson Smith opened the hearing for SB269.
Adam Siebers, Office of Revisor of Statutes, provided an overview for SB269 that prohibits the charging of a filing fee with the Board of Tax Appeals when a taxpayer has a previous appeal that remains pending before the Board at the time another appeal is filed. .(Attachment 8) Mr. Siebers stood for questions from Committee members.
Kathleen Smith, Kansas Department of Revenue, provided an overview on the fiscal note for SB269 stating the Division of Budget has provided that the Board of Tax Appeals filing fee estimates for SB269 would decrease revenues by $130,000 in FY 2026, $135,000 in FY 2027 and $140,000 in FY 2028. Ms. Smith stood for questions from Committee members.
Proponent:
Eric Stafford, Kansas Chamber, testified as a proponent for SB269 that deals with fees charged by the Board of Tax Appeals. The bill clarifies existing law which states that no filing fee may be charged by the board for an appeal from the previous year that has not been decided. (Attachment 9) Mr. Stafford stood for questions from Committee members.
