Chairperson Smith opened the hearing for SB33.
Adam Siebers, Office of Revisor of Statutes, provided an overview for SB33 that excludes currently exempt sales of custom meat processing services from the requirements that sellers be required to obtain or provide an exemption certificate. (Attachment 1) Mr. Siebers stood for questions from Committee members.
Kathleen Smith, Kansas Department of Revenue, provided an overview on the fiscal note for SB33 stating there is not a fiscal impact for this bill because there is a sales tax exemption in place now. Ms. Smith stood for questions from Committee members.
In response to a question, Ms. Smith stated the Department currently allows blanket exemption certificates; however, the Department does request the retailer to renew or review the exemption certificate every year to make sure that all the information is still correct. The Department has something in place which would apply to this type of exemption as well which is not in statute but in the Kansas Department of Revenue's information guide.
