Abolishing the department of corrections alcohol and drug abuse treatment fund, creating the Kansas department for aging and disability services alcohol and drug abuse treatment fund and transferring the moneys and liabilities from such abolished fund to the Kansas department for aging and disability services alcohol and drug abuse treatment fund.

Chairperson Billinger opened the hearing on HB 2221. Jessie Pringle provided an overview of the bill. (Attachment 11)
Jennifer King, Kansas Department of Corrections, stood as a proponent of the bill. This bill would transfer the Alcohol & Drug Abuse Treatment Fund from the Kansas Department of Corrections (KDOC) to the Kansas Department for Aging and Disability Services (KDADS). The fund is solely used by Corrections to reimburse KDADS for third time and subsequent DUI treatment services under contract with KDADS. Both agencies agree it would be more efficient if KDADS received the funds directly. (Attachment 12)
Drew Adkins, Kansas Department for Aging and Disability Services, spoke in support of the bill. KDADS has worked closely with KDOC to administer this program. During the 2024 interim both agencies came to an agreement that it is in the best interest of the program for KDADS to become the primary holder of this program. (Attachment 13)
