Vice Chair Schmoe opened the hearing on SB137.
Mike Heim, Office of the Revisor of Statutes gave a briefing (Attachment1)of SB137 would amend the standard asset seizure and forfeiture act.
Senator Owens testified(Attachment2) in support of SB137. This Bringing this legislation on behalf of my sheriff from Harvey county. Civil asset forfeiture reform ensured that seized property had to go through eight different enhanced steps before forfeiture would happen. The amendment would have the asset forfeiture of firearms match that of the federal firearms forfeiture treatment.
Megan Hilbish, Kansas State Rifle Association (KSRA) testified (Attachment3). The KSRA urge the support of SB137 because it would allow law enforcement agencies to sell or transfer forfeited firearms to licensed federal firearms dealers. The destruction process is lengthy and takes a lot of time, money, and resources.
Ed Klumpp, Legislative Liaison, Representing Kansas Association of Chiefs of Police, Kansas Sheriffs Association and Kansas Peace Officers provided Written Only(Attachment4) testimony in support of SB137. All three entities support the amended bill for firearm destruction process.
