Chairperson Petersen called the meeting to order at 8:32 a.m. and opened the hearing on HB2169.

Assistant Revisor Adam Siebers briefed members on the bill (Attachment 1).  He explained that the bill amends the military branch license plate statutes to eliminate the requirement that applications occur not less than 60 days prior to an applicant's registration date.  It also amends language concerning the types of discharge for a person to be eligible for a military license plate.  He said the bill clarifies  that a veteran must have been discharged or released under an honorable or a general discharge to be eligible for a military license plate.

Zach Denney testified as a proponent for the bill (Attachment 2).  He explained that the bill would change the definition and documentation required for issuing a veteran license plate, would eliminate the 60-day requirement, and would clarify that getting the "veteran" designation on a driver's license and getting a military license plate are the same.

Members discussed the different levels of military discharge.  Senator Schmidt explained the three levels for being released from military service:  an honorable discharge, a general discharge, and a dishonorable discharge.
